Bill is a Senior Principal based out of Decision Strategies’ Houston office and is the proud recipient of the 2012 SPE International Award for Management and Information. With diverse background and interests, he brings nearly thirty-three years of petroleum exploration and development, LNG, and Project Risk Management experience.  A recognized expert and thought leader in upstream risk and uncertainty management, Bill is in demand as an advisor, speaker, instructor, and project enabler for clients around the world.  His multi-faceted international experience and training in science, business, and organizational development allow him to create and facilitate the implementation of real-world, practical strategies and solutions for complex situations and problems.

  • The industry acknowledged thought leader for competitive positioning, play entry strategy, and opportunity assessment.
  • Unconventional opportunity assessment and company entry strategy for several companies and governments. (International).
  • Guided several companies in the implementation of best practice exploration evaluation and process
  • Successful basin entry and company finance and growth strategy to take a company from inception to material competitive positioning and $1.2B in two years
  •  Advised on schedule and infrastructure development options, gas supply logistics, and competitive positioning to achieve optimal operations across 12-15 West Africa LNG trains in a $50B portfolio project for a major international O&G client company.
  • Developed a resource development strategy and provided extensive coaching and decision support for  a predominantly associated-gas-sourced multi-partner, $5B Central African LNG facility
  • Cost and schedule risk management, and Logistics support for a $50B offshore development and accompanying LNG construction
  • Production infrastructure prioritization and planning for secure supply to a multi-train LNG facility.
  • Project portfolio management for the revitalization of a major North American producing area
  • Facilitated a major strategy initiative for the decline phase of a giant North American field for a consortium of companies. In doing so discovered means to achieve full partner alignment and over $2B value over the original production plan
  • Provided pre-deal strategic planning and real-time negotiation support for an intermediate sized independent E&P client in the acquisition of a large portfolio of producing and exploration assets
