At a high level, what are the key issues in this situation?  Who are the key stakeholders?  Briefly, how would you summarize the opportunity in front of you?  What uncertainties and/or complications make it difficult to make a decision?

Market Research

Is there information regarding market conditions which would clarify the situation significantly?  Can such intelligence be acquired in a timely fashion and at a reasonable cost?
