David Skinner Chief Executive Officer
Mr. Skinner is the Vice-Chairman & Chief Executive Officer of Decision Strategies. Mr. Skinner's professional interests focus in the areas of business management, organizational learning, strategic leadership, decision quality, and practical approaches for making important decisions. Mr. Skinner has led a wide range of major consulting assignments over the past ten years developing broad knowledge of a variety of industries and their business needs. His assignments have included business strategy development, R&D portfolio management, capital investment decisions, exploration bidding and evaluation, litigation analysis, safety and health risk analysis, new ventures analysis, and evaluation of transportation systems. In his organizational work, Mr. Skinner has led teams involved with reengineering and realignment of strategic business units, manufacturing capability, and asset divestiture. One project involved an eighteen month strategy development and implementation for a major oil company. During that project, he had the lead role in the development of the strategy and an important role in the organizational assessments and implementation of new work processes. Prior to Decision Strategies, Mr. Skinner was the Group Leader for Decision and Risk Analysis at Conoco, the petroleum subsidiary of E. I. DuPont and Company. At Conoco he led and participated in the economic evaluation of Upstream, Downstream, and Midstream projects, as well as developing long-term strategies for various business units. In addition, in that position he played a major role in implementing the decision analysis methodology across the company. Mr. Skinner has a B.S. in finance, a B.S. in administration and an M.B.A. Additionally, he has done post-graduate work at Harvard University's School of Public Health. Mr. Skinner is listed in the Who's Who of Executives and Professionals. He is a member of The Institute for Operations Research and the Management Sciences, The Society for Risk Analysis, The Decision Sciences Institute, and the Society of Judgment and Decision Making. He is highly skilled in the decision analysis process and has developed and teaches many IDMTMclasses covering a wide range of topics including Capital Investment, Product Development, Portfolio Management, and Technology decisions. His industry experience in the Oil & Gas sector and Information Technology allows him to provide a high level of support to Executive and Business Unit decision makers.Mr. Carpenter has a B.S. in Chemistry with a secondary area of study in Information Technology and an M.B.A. He has been with DSI since 2002, after 18 years with Conoco in a variety of technical, financial, and management positions. Chris is a Managing Director for Decision Strategies based in our Houston office. With tenure of 26 years in the oil and gas industry, Chris routinely draws from his broad range of upstream experiences to solve new problems. His background includes a myriad of international business strategies that span from product commercialization to new business development. His leadership skills and extensive international experience have propelled him to lead multi-functional, multi-cultural teams in merger & acquisition integration, new product development, portfolio rationalization, project management, software development, market segmentation, change management, pricing strategy and strategic planning.

His 20-year career at Shell Oil included various Exploration and Production assignments, with a focus on developing and implementing business and marketplace strategy and leading new technology commercialization. Michael is experienced in working with diverse international teams and is comfortable in multi-cultural environments. He has worked in leadership, strategy development, coaching and alliance creation with companies like Cameron, WesternGeco, ABB, Advanced Aromatics, Encounter 2000, Rhodia, Producer's Assistance Corporation, Dupont, Schlumberger, GE, Baker Hughes, Los Alamos National Laboratory, Enventure and others.Michael has worked with clients around the world to predict customer behavior in order to position or re-position a company; measure customer satisfaction; develop and implement new business strategies or manage and launch new products/services and/or new companies.
